Geoffrey Mosiria Reassigned as Sakaja Creates Six New Nairobi Boroughs

Nairobi Governor Johnson Sakaja has reshuffled his top leadership team, moving Nairobi County Chief Officer for Environment Geoffrey Mosiria to a new docket in the latest round of administrative changes.

According to a circular dated November 18, 2025 and signed by Sakaja, Mosiria will now head the Citizen Engagement and Customer Service department. The changes take effect immediately.

Acting County Secretary Godfrey Akumali has also been moved from the Business and Hustler Opportunities docket to the Housing and Urban Renewal department. Hibram Otieno, who served as Chief Officer for Medical Facilities, has taken over Mosiria’s former role at the Environment docket. Meanwhile, Lydia Mathia transitions from Housing and Urban Renewal to Business and Hustler Opportunity.

Mosiria has been one of the county’s most visible officials, often conducting high-profile enforcement raids targeting entities and individuals violating environmental laws. He regularly documented these operations on his social media platforms, including TikTok, a move that drew mixed reactions within City Hall. Some insiders felt he was overshadowing his appointing authority. Governor Sakaja, however, defended the reshuffle, insisting the changes are routine and fall squarely within his mandate.

“In accordance with Section 45(5) of the County Government Act 2012, the following County Chief Officers have been re-assigned. The changes take effect immediately,” Sakaja said in the memo announcing the executive adjustments.

Other changes include renaming Tony Michael Kimani’s docket from Social Services to Social Services and Estate Management. Sande Oyolo has also moved from the Digital Economy and Start-ups department to take over Medical Facilities. Wilson Gakuya, previously in charge of Smart Nairobi, now leads Digital Economy and Start-ups. Dr. Machel Waikenda retains the Mobility docket while taking on ICT Infrastructure in an acting capacity.

Producer Clement Rapudo, widely known as Clemo, has exited the City Culture, Arts and Tourism docket and will now head Smart Nairobi. Zipporah Mwangi replaces him in the arts and tourism portfolio, rounding off ten key changes.

New Borough System for Nairobi

Sakaja’s reshuffle comes on the same day his administration unveiled six new administrative units known as Boroughs, aimed at improving service delivery across the capital. The new Boroughs -Western, Northern, Southern, Eastern, South Eastern and Central- will each be headed by a manager.

Janet Waeni Kimeu will lead the Western Borough, John Saruni takes charge of Northern, Darasso Luka Wario heads Southern, George Muga oversees Eastern, Susan Wanjiru Gichamba leads South Eastern, and Charles Baldy Mabonga manages the Central Borough.

“Pursuant to the County Government Act 2012, Sections 48 and 72(2)… the following transfers and redeployments have been occasioned,” Acting County Secretary Akumali said in a memo to all county staff.
