Public Service Cabinet Secretary Geoffrey Ruku has directed all public servants to report to duty on Monday, July 7, 2025, despite the planned Saba Saba Day protests expected countywide.
Speaking during the ACK Diocese of Embu’s 35th anniversary on Sunday, July 6, 2025, Ruku said that July 7 is not a public holiday and that all the civil servant workers should report according to the Human Resources Policies and Procedure Manual.
The CS, in addition, said that all government offices will open at exactly 8 am and close at 5 pm without exception. He emphasised that normal working hours will be strictly observed.
“I want to call all the public service workers that Article 10 and 232 of our constitution, which talk about the values and principles of public service, tomorrow, Monday, is not a public holiday. We are expected across the Republic of Kenya to be in our offices, in all the regional offices and in all the subcounty offices across the Republic of Kenya,” Ruku warned.

“In Nairobi, we are expected to report to work as per the human resource policy of the public service. Office hours are as follows: saa mbili kufunga ni 5:00 pm pale Mombasa; kufungua ni 7:30 am, Pale Northeastern kufungua ofisi ni 7:30 am. That is what the human resource policies and procedure manual for public service 2016.”
He further warned that the government would take stern disciplinary action against anyone who fails to comply.
“Kwa hivyo wale wanasema ya kwamba kesho is a public holiday; we are expected to be at our offices at the required time according to the policies put in place na mimi kama waziri wa public service mnajua ya kwamba am doing spot checks,” he warned.
“Hamujui nitaamkia wapi kesho, na nikifika nikute hakuna watu. Then there will be a letter of why you are not reporting to your work station at the required time.”
