The National Youth Service (NYS) has reaffirmed its commitment to sound financial management and transparency with the launch of a key workshop aimed at strengthening financial reporting practices among its personnel.
Held at the NYS Technical Training Institute (NYS-TTI) in Naivasha on Wednesday, July 2, 2025, the Workshop on Preparation of Financial Statements and Quality Review for the 2024/2025 financial year brought together accountants and auditors from across NYS units to enhance their knowledge and competence in financial reporting.
The workshop was officially opened by Commandant General James K. Tembur, who underscored the vital role that accurate and transparent financial statements play in public service management.
“The preparation of financial statements is a critical process that reflects the true financial position and performance,” Tembur said in his opening remarks.
“We must strictly adhere to the highest accounting standards and regulatory requirements to maintain the integrity of our financial disclosures.”
As public scrutiny of government spending continues to rise, NYS is taking proactive steps to ensure that its internal financial systems remain robust and credible. The workshop aimed to instil a deeper understanding of current reporting standards while encouraging the adoption of best practices.

Tembur further urged participants to keep pace with global developments in the financial reporting space, noting that dynamic environments demand continuous learning and adaptability.
“I encourage all participants to stay updated with the latest trends and best practices in financial reporting to ensure our financial statements remain a strong foundation for growth and success,” he said.
This renewed focus on financial accountability comes at a time when NYS continues to position itself as a model of efficiency and transparency in public service. The Service has been expanding its capacity across various sectors, including infrastructure, vocational training, and youth empowerment.
In addition to launching the workshop, the Commandant General used his visit to Naivasha to inspect the progress of a new, state-of-the-art conference facility currently under construction within the NYS camp.
Once completed, the modern facility is expected to host high-level planning and coordination meetings, providing an environment conducive to strategic thinking and innovation.
“This facility will provide privacy, comfort, and accessibility, promoting effective decision-making and creativity while catering to various needs with flexible layouts,” Tembur noted during the site visit.
The development aligns with NYS’s broader agenda to modernise its infrastructure and improve service delivery under the #HudumaKwaTaifa (Service to the Nation) slogan.
He said by investing in both human capital and physical infrastructure, NYS continues to demonstrate its resolve to build a disciplined, accountable, and capable institution. The financial workshop and ongoing construction project are timely reflections of this vision — one that seeks to equip the Service with the tools and spaces it needs to meet Kenya’s development goals.
“As NYS accountants return to their units, they do so armed with updated knowledge and a renewed sense of responsibility to uphold the highest standards of public finance management,” he said.
