NADCO Report Offers Solutions to Youth Unrest, Economic Struggles — Raila

ODM leader Raila Odinga has reignited calls for the full implementation of the National Dialogue Committee (NADCO) report, describing it as the most practical solution to Kenya’s ongoing political and governance challenges.

While addressing a public consultation forum in Jomvu, Mombasa County, on Wednesday, June 25, 2025, Raila made it clear that his party’s cooperation with President William Ruto’s Kenya Kwanza government depends entirely on the government’s commitment to the NADCO report.

“I’m consulting all my party members… we find solutions to the problems bedevilling the country such as high cost of living, the Social Health Authority problems, abductions and devolution struggles and these are the things we want the government to address,” Raila said.

He pointed out that the NADCO report addresses urgent national concerns, including the surging cost of living, healthcare system failures, rising cases of abductions, and the erosion of devolved governance. He warned that failure to act on these issues would risk further instability.

Raila also pointed to the report’s relevance for the country’s youth, noting it responds to their frustrations over economic hardship and police brutality. He demanded justice for victims of past protests, particularly those injured or killed during the 2024 demonstrations and the Gen Z-led protests.

“The youth who sustained injuries and parents of those who died in 2024 protests and the Gen Z protests of last year have to be compensated,” he said.

He added, “NADCO report contains many issues, which are at the heart of the people of Kenya today… If you see the issues raised by our youths, most of them are contained in the Nadco report.”

The NADCO report, developed after the 2023 post-election unrest, proposes key reforms such as auditing the 2022 election, restructuring the IEBC, extending Supreme Court petition deadlines, creating new political offices, and allocating more resources to counties.

A bipartisan deal signed in March 2025 cemented Raila’s cooperation with Ruto, with both sides pledging to implement the report’s recommendations.
