NTSA issues firm directives for all govt vehicles to get rid of old number plates

The National Transport and Safety Authority (NTSA) has issued a firm directive requiring all national and county government institutions to get rid of the old generation number plates and apply for reflective number plates by Friday, August 29, 2025.

Citing Sections 2(1) and 4(2) of the NTSA Act No. 33 of 2012, the authority said the move seeks to standardise and enhance the visibility and traceability of government vehicles in line with its road safety mandate.

This follows a directive that was issued by the Head of Public Service, Felix Koskei, directing all government vehicles to get the reflective plates.

“It is hereby directed that all ministries, state departments, and agencies (which include all state corporations, public universities, as well as public schools and colleges), together with county governments, ensure that all their vehicles are fitted with the New Generation Number Plates by 29th August 2025,” he said in May 2025.

Directive

To ensure full implementation of the order, NTSA has issued firm directives to enable compliance ahead of the deadline.

“NTSA will provide necessary support to all entities as they endeavour to implement the directive before Friday, August 29, 2025.” Read part of the notice.

The notice also states that all applications must be submitted via the NTSA service portal at http://serviceportal.ntsa.go.ke. Institutions are required to log into their e-Citizen accounts, select the “plates” option, and submit their applications under the reflective plates section.

“All applications for the directive by the Chief of Staff and Head of the Public Service and all Ministries, Departments, and Agencies are required to log in to their accounts through http://serviceportal.ntsa.go.ke to make the applications for reflective plates,” stated part of the notice.

To facilitate bulk processing, NTSA has enabled the e-Citizen platform to support e-agent account creation. Government agencies must send an official letter to the NTSA Director General providing details of the designated agent, including their official mobile number, email, institutional phone contact, KRA PIN, and a coloured passport photo. These should be emailed to [email protected].

“An official letter addressed to the NTSA Director General providing the name/number of the agent to be created under the National or County Government Agency/Institution, the official mobile number of the agent, the official email address of the agent, the official phone number of the agency/entity/institution, and the KRA PIN number of the agency/entity/institution,” read the notice.

Upon approval, instructions on depositing funds for bulk payments will be sent to the provided email addresses.

NTSA has set up help desks at its headquarters, regional offices, and Huduma Centres countrywide to offer support. Queries may also be directed to the official email.

Reflective plates are expected to enhance nighttime visibility, ease vehicle identification, and improve regulation of government fleets.

The Authority has urged compliance ahead of the August 29, 2025 deadline to avoid service disruptions.
