President William Ruto on Wednesday, June 5, 2025, hosted county governors at State House, Nairobi, for high-level consultations focused on enhancing collaboration between the two levels of government and reviewing progress on key intergovernmental development projects.
In a statement shared after the meeting on his official X account, Ruto outlined a number of ambitious initiatives the national government is rolling out in partnership with county governments, particularly in the health and agriculture sectors.
“Hosted governors to consult and review progress on the implementation of key intergovernmental development projects,” Ruto disclosed.
He further revealed that his administration has launched an aggressive digitisation programme targeting public health facilities. The goal, he said, is to eliminate fake or non-existent hospitals that have for years syphoned public funds.
The move comes amid growing concerns about accountability and data integrity in public health institutions, particularly as the government expands health insurance coverage under the Social Health Authority.
“We have embarked on an ambitious digitisation programme of our public health facilities to weed out fake hospitals that have for long unfairly benefitted from public funds,” he added.
On agriculture, the president said that they have agreed to harmonise and consolidate operations of agencies and departments under the Ministry of Agriculture to improve service delivery and eliminate duplication of roles.

“To deepen our agricultural reforms, we will harmonise and consolidate the operations of agencies and departments under the Ministry of Agriculture,” he stated.
As part of this reform drive, he announced plans to introduce an animal traceability system through the registration of livestock farmers. The system will be supported by an e-voucher model for animal vaccination, mirroring the successful rollout of e-vouchers used in the subsidised fertiliser programme.
“We will also enhance animal traceability by registering livestock farmers and introducing the e-voucher system for animal vaccination, as we successfully did with the distribution of subsidised fertiliser,” Ruto said.
Ruto further stated that during the meeting, they discussed ways to strengthen farmer support systems that will leverage Kenya’s robust cooperative ecosystem to boost agricultural productivity, improve farm-gate prices, and increase household incomes in rural areas.
“Further, we will leverage our robust cooperative ecosystem to unlock the full potential in the agriculture sector, increase productivity, improve prices, and put more money in farmers’ pockets,” he added.
Collaboration
The head of state further emphasised the need for sustained engagement between national and county governments to ensure aligned development goals and efficient resource utilisation.
“We will continue consulting frequently as two levels of government to foster a harmonious working relationship,” he stated.
