In a KTN News interview announced on April 7, Deputy President Rigathi Gachagua claimed that Dennis Itumbi had a strong influence on the President's government William Ruto.
He referred to Itumbi as a major investigator in the state's scandals, claiming that he was writing official information and hinges, including those issued by ministers and the Department of Criminal Investigation (DCI).
These statements came after Ruto criticized Gachagua for engaging in conflicts with those he called “small officers” in the state. Gachagua responded with an emphasis that Itumbi is not a minor government official.
Ruto ministers denied Gachagua's claim
Speaking on Citizen TV on Wednesday, April 9, Health Minister Aden Duale He vehemently denied Gachagua's claim.
“I am the Minister of Health in accordance with the Constitution. And I vowed to advise the President and serve Kenyans,” he said. “I haven't seen Itumbi for the past year, and I have never talked to him.”
Minister of Minerals, Economics and Marine Affairs Ali Hassan Joho He also addressed the issue in a Radio 47 interview on Thursday, April 10.
Joho denied the allegations directly, saying his ministry was independent and dominated by internal systems.
“I've never been told what to say,” Joho said. “I speak on my behalf – who can write me a speech for me?
Joho explained that despite consulting with the President and rarely with the Deputy President, no one has ever interfered with his ministry's activities or issued orders.
“He asks for a guide from the President when needed,” he said. “Some officers may cooperate with my team, but no one has ever tried to order me how to run the ministry.”
He emphasized that all ministries' activities are done in formal governmental means, and he denied receiving previously written speeches or informal orders.
“At the cabinet meetings, they present my ministry's agenda, share debates with my fellow ministers, and receive feedback,” Joho added. “It is a misconception to say that I receive instructions as a small officer.”

In the interview, Gachagua also accused President Ruto's adviser, Farouk Kibet, of having too much power in the government, comparing him to a co -president.
He claimed that Kibet made important decisions, issued instructions to senior officials, and works as a main axis in government affairs.
Gachagua claimed that Kibet tried to take over the management of his office, including appointments and sessions.
He said he initially thought Kibet was doing so at President Ruto's instructions, but later found out he was allegedly collecting bribes from people who wanted to reach the deputy president.
