According to a daily newspaper, the Council of Governors (COG) condemned the Ruto administration for undermining the resolution through a sharp budget reduction and delay in paying the treasury.
The governors warned that unless the national treasury would overturn its decision not to issue KSh 38 billion in the county allocation, the essential services in the units are likely to stand.
COG Vice Chairman Mutahi Kahiga (Nyeri) cited funding reduction as a deliberate strategy to disrupt county governments and to undermine division.
The reduction of the dispute includes KSh 24 billion on conditional subsidies from development partners, allocated to health, agriculture, water projects and infrastructure.
The Treasury has defended the move, citing low levels of drinking and delays in passing the Bill's additional supply bill.

Mokaya claimed he cheated on an oath, claiming that Governor Simba Arati and his allies forced him to give false evidence.
Judge Wilfrida Okwany approved two related applications, submitted by Purity Moraa and Vincent Omao, as an emergency, planning to be mentioned on April 3, 2025.
The complainants demanded the delay in the ruling, saying that new evidence needed to be reviewed.
They also claimed that Monda's constitutional rights were violated, leaving him not worthy of holding a public position.
Monda was dismissed on March 14, 2024, following Mokaya's testimony that the former DG claimed KSh 800,000 for an appointment.
However, Mokaya now claims governor Arati forced him to create the allegations to be hired.

According to the newspaper, Ruto has launched a strong strategy to restore political influence in Mount Kenya, a major voter camp that helped to secure his presidency.
His attitude involves directly resisting his former deputy, Rigathi Gachaguawho emerged as the local politician after leaving the government.
Ruto methods include a nine county development visit and strategic selection aimed at reducing Gachagua's position.
Prior to the visit, he gave an interview with Kikuyu language radio stations, adjusting his message to the local audience.

Muturi dismissed Ruto's remarks on television weekends, where the president suggested that the former minister “withdrew himself” due to professional shortcomings.
Ruto claimed that Muturi was interrupted in his position as Attorney General, citing his absence in legal activities since the judge.
However, Muturi denied that his removal was fueled by politics, due to his constant demands for justice to be done to the victims of his disappearance, including his son, Leslie Muturi.
