ODM rebels have vowed to boycott the party’s National Delegates Conference (NDC) scheduled for March 27.

Deputy Secretary General Catherine Omanyo published the details of the NDC in the daily newspapers, explaining who should attend and the agenda of the meeting.
However, the group led by the Governor of Siaya James Orengo it said it would not participate in the NDC, claiming it was illegally sanctioned.
Orengo noted that Omanyo does not have permission to communicate with members about the NDC when he is not the holder of the position of Secretary General.
He mentioned the confusion in Omanyo’s portfolio, questioning whether he is the acting General Secretary due to the removal of Edwin Sifunaor Deputy Secretary General, meaning Sifuna is still the permanent Secretary General.
“The information must be given by the General Secretary. That is necessary. The information we saw has the hand of the deputy secretary. When it suits him or that group of party leaders, he is the deputy general secretary; when they are out there, he is the acting general secretary,” said Orengo.
On his part, Saboti Member of Parliament Caleb Amisi noted that Oburu was not the right person to endorse the NDC, considering that he is holding his office illegally.
According to Amisi, the current leader of the party should have been included in the original NDC which should have been convened after the death of the deceased Raila Odinga.
“The first NDC is what you call a special NDC that should have been called when Baba died. That was supposed to be called to give, and that is for the leader of the transitional party. It was never called. So that is our question. Why is Oburu in office? Because it is a special NDC that was supposed to put him in office. So that is putting the cart before the horse. He already holds the office, now he is going to the election. How can you hold the office first and bring yourself to the election?” he asked.

According to the notice, members who are expected to attend include members of the National Central Committee (NEC), a group of party members of parliament, governors and deputy governors associated with ODM, chairmen of central branch committees, leaders of county coordination committees, and majority and minority leaders of county councils.
Also invited are national officials from the ODM Youth League, Women’s League, and the Disabled League, members of the party’s standing committees, and representatives appointed from counties and branches, including those representing marginalized groups.
Other members will come from branches, with the final number being decided by the National Central Committee.
The agenda distributed before the meeting shows that members will discuss important issues regarding the leadership and governance of the party.
Among the matters planned to be discussed is the approval of a resolution by the party’s National Leadership Council regarding the leadership of ODM.
Members will also review the resolution passed by the National Central Committee in relation to Article 87 of the ODM party constitution.
The day’s program will include more formal procedures such as prayers, adoption of the agenda, speeches by party leaders, and party leader’s speech.
However, the election of party officials is clearly not on the list of activities planned for that day.
