Newspapers: The Palace Budget Doubles Under the Emergency Clause without the Consent of Parliamentarians

On Friday, March 6, Kenyan newspapers highlighted the huge expenditure of the State House, whose budget increased by 98 percent in the current financial year.

The newspapers also analyzed the political struggle for influence in the popular Mount Kenya area between Deputy President Kithure Kindiki and the DCP leader. Rigathi Gachagua.

1. Daily Nation

Due to the additional funding made possible by the emergency provision that allows spending without the approval of the National Assembly, the budget of the House for this fiscal year has doubled to 16.998 billion shillings.

In comparison to other countries, Kenya spends more money on the White House than Nigeria (3.1 billion shillings), South Africa (7.8 billion shillings), Algeria, and Tanzania (1.7 billion shillings).

The expenditure of the Palace of 16.998 billion shillings is the highest level since 2013.

According to the estimate of the additional budget for the financial year 2025/2026 presented to the National Assembly, the budget of the White House increased by a significant amount of 8.42 billion shillings.

As a result of this additional allocation given in the middle of the year, the annual expenditure of the White House has exceeded that of similar offices in rich countries like Germany (Shillings 7 billion) and is close to that of France (Shillings 17.5 billion) for the corresponding fiscal year.

Controller of Budget (CoB) Margaret Nyakang’o expressed concern about the possibility of the House finishing its budget before the end of the financial year.

Deputy President Kithur Kindiki and his opponent Rigathi Gachagua have increased their political efforts in the Mt Kenya area as the fight for votes is gaining momentum.

3. The Standard

A legal dispute has arisen regarding the ownership and operation of the Super Metro bus company in Nairobi.

The family of John Kariithi Nyoike, who was one of the founding members of the passenger buses, claimed that the directors of the company have refused to disclose the financial status of the company and the deceased’s shares.

The family filed a lawsuit against Super Metro Ltd, Super Metro East and Central Africa Ltd, Super Metro Parcels and Courier Ltd, and Super Metro Insurance Executive Coach Ltd.

Other people named in the case are Kristomh Nyuranda, Daniel Mukuria, George Ng’ang’a, John Kamanda, Francis Chege, Nelson Nduki, Patrick Iregi, Joseph Waweru, George Ritho, Joseph Mwangi, and Susan Kariuki.

The Nyoike family told the court that they had 100 shares in Super Metro Limited and 500 shares each in Super Metro Executive and Super Metro Insurance.

However, they later discovered that Nyoike was allegedly signing documents even after his death.

4. The Star

A new Nairobi regional criminal investigation officer has been appointed along with other top management changes, announced by the Director of Criminal Investigation (DCI) Mohammed Amin.

This comes after Abdallah Komesha, the director of DCI’s investigative unit, officially retired on Thursday, March 5.

Benson Kasyoki has been removed from the position of Nairobi Regional Criminal Investigation Officer (RCIO) and replaced by Daniel Kandie, who has been transferred from the Coast region.

Kandie, who was previously RCIO for the Coast, will now oversee the capital city of Nairobi, an area considered highly sensitive due to its high crime rate and economic importance.

Kasyoki has been transferred to the Coast region in the same position.

Reports that there will be no competitive election of national officers at the Special National Delegates Conference (NDC) scheduled for March 27 have created new political tension within the Orange Democratic Movement (ODM).

Instead, the meeting will only focus on approving interim officials, under the leadership of party leader Oburu Oginga.

According to sources, the party plans to hold another NDC in December or early 2027.

The meeting will discuss several agenda items, including the possibility of approving a pre-election alliance with the United Democratic Alliance (UDA) of the President William Ruto.
