Newspapers: The government proposes to transfer civil servants from permanent jobs to contracts

The government and civil servants are facing a looming row over plans to change their terms of employment from permanent and pensionable to five-year contracts.

The Minister of Public Service, Geoffrey Ruku, will present reform proposals to the Cabinet which, if approved, will require more than one million public officials in Kenya to work under the new conditions.

The ministry is preparing a strategy to change the employment conditions for 1,054,425 workers retiring at the age of 60, according to Ruku.

“We are continuing with the changes in the public service, and I will present full recommendations to the Committee of the Council of Ministers before next week and then to the full Council,” Ruku said during the launch of the Strategic Plan of the Public Service Commission for 2025-2029.

Public servants will sign five-year contracts, after which the government will evaluate their performance to decide whether to renew the contracts.

The publication revealed that Sam Mburu, the husband of Nakuru governor Susan Kihika, is the owner of the new Encore hotel being built near the Nakuru State House.

Mburu confirmed ownership of the building a day after MPs raised concerns about ongoing construction near the State House, including the hotel with 200 beds.

He said before the work started, all necessary permits were obtained from local and national government agencies.

“A project of this type requires proper permits, and I want to make it clear that we have fulfilled all legal obligations. Furthermore, I can confirm that before construction began, we had the necessary permits from local and national government agencies,” Mburu said.

“We stand with Jhanda. He is one of us who was born here in Kisii. He was elected to Parliament and deserves respect,” said one resident, Concepta Kerubo.

Judges Weldon Korir, Hedwig Ong’undi and Stephen Okong’o said there is no basis to suspend Judge Bahati Mwamuye’s decision until the Attorney General’s appeal is heard and decided.

They said they will give a detailed decision later.

“After considering the request, we refuse to issue a temporary order to suspend the execution of the High Court judgment until we give our decision,” said the bench headed by Justice Korir.
