Moses Ledama Sunkuli: IEBC Appoints Acting Chief Executive Officer After Marjan’s Resignation

The Independent Electoral and Boundaries Commission has appointed long-time employee Moses Ledama Sunkuli as acting chief executive officer and secretary of the commission.

In a statement released on Thursday, February 5, the election commission said Sunkuli will take over the post immediately following the departure of former CEO Marjan Hussein Marjan.

His term of office will last for six months, or until the commission appoints the main holder of the position.

“IEBC wishes to announce the appointment of Moses Ledama Sunkuli as Chief Executive Officer and secretary general of the commission, starting immediately…. Sunkuli will serve in an acting position for a period of six months or until the recruitment and appointment of the CEO is complete,” IEBC Chairman Erastus Ethekon said in the statement.

IEBC said the decision was based on the need to ensure continuity at a time when the commission is going through a sensitive transition.

Sunkuli currently serves as IEBC’s director of election operations, a key role that has seen him closely involved in election planning, coordination, and logistics over the years.

How will IEBC maintain service delivery?

The commission said its deep understanding of its internal processes and institutional memory will help maintain smooth service delivery during the transition period.

“The commission is committed to speed up the recruitment of the chief executive officer and secretary of the commission and ensure a seamless transition,” the IEBC said, adding that its operations will continue without disruption.

The leadership change comes at a time when the IEBC is under increasing pressure to strengthen its governance mechanisms and rebuild public confidence ahead of the 2027 General Election.

The commission has faced sustained scrutiny over its leadership stability, with acting appointments often drawing close attention from politicians and the public alike.

Why did Marjan leave IEBC early?

Marjan’s departure came less than a week after opposition leaders visited the IEBC offices, increasing pressure on the commission.

Marjan was appointed in March 2022 for a five-year contract that was expected to run until 2027. However, he left with more than a year left in his term.

On Tuesday February 3, Marjan and IEBC chairman Erastus Ethekon issued scheduled statements confirming the end of his term and announcing the start of the search for a new chief executive officer.
