Minister Ogamba Pushed Against the Wall by Members of Parliament Hesitates He Ignores Their Calls, Messages

The Minister of Education, Julius Ogamba, has faced strong criticism from members of the National Assembly who claim he is deliberately difficult to reach.

Ogamba was criticized for ignoring the MPs and implementing education policies without involving the MPs.

Ogamba appeared on Wednesday, January 28, in front of members of parliament to explain the implementation of Competence-Based Education (CBE).

Members of Parliament were meeting in Naivasha for a parliamentary break organized by Speaker Moses Wetang’ula.

The Member of Parliament for Rangwe, Lilian Gogo, shouted at Ogamba for destroying the efforts of MPs to request the cooperation of the ministry in coordinating education in their areas.

He noted that Ogamba does not often receive calls or respond to messages when his office is needed for important educational issues.

Gogo said it would not be appropriate for all MPs to queue up at the Minister’s office due to the urgency of the issues they want to be addressed, as the Minister cannot be reached by phone.

He claimed that as a representative of the people, he has the right to reach the Minister, and the content of the conversation does not focus on personal issues.

“Minister of Education, why don’t you answer my calls? I wasn’t looking for you for anything personal. When I call you, I am a representative of the people and you don’t see the need to answer my call? You expect 350 members of parliament to gather in your office? Why don’t you answer my calls? I send you a message, you don’t answer,” Gogo said bitterly.

The MP also accused Ogamba of implementing the ministry’s policies in the areas without involving the relevant MPs.

Gogo suggested that the Minister was overstepping his authority by ignoring the Members of Parliament and addressing education issues directly in the areas.

“Do you know there are appointed leaders that you should cooperate with when you go to their areas? You come to Rangwe, they prepare you tea, bring you lunch, and you don’t tell me you are in my area. Then you promise to build a hall of many activities, but nothing has been done until today. How do you come to my representative area and lay the foundation stone without even selling yourself or involving me?” he lit up.

Previously, the MPs had criticized the Secretary General of Basic Education, Julius Bitok, who was alleged to not have enough knowledge and not enough efforts to deal with education issues.

The Majority Leader, Kimani Ichung’wah, led the attack on Bitok, claiming that Bitok spends too much time in his seat in Nairobi when important issues of primary schools need his cooperation.
