On Wednesday, January 21, the president welcomed the team tasked with overseeing the operation of the document at the Nairobi State House.
He promised to support the committee and facilitate the environment for it to carry out its role properly.
“We support the Committee on the Implementation of the 10-Point Agenda and the Report of the National Dialogue Committee (COIN-10) to fully carry out its role,” he said.

Why is Ruto committed to the UDA-ODM 10-point agenda
According to Ruto, the success of the committee will show successful steps towards uniting the country, the main reason why the document was signed.
In addition to the 10-point agency, the team is also evaluating the implementation of the National Negotiating Committee (NADCO) report.
“This process is designed to unite Kenyans through an inclusive national dialogue and restore trust in public institutions by promoting transparency and accountability. It will translate consensus into practical reforms that strengthen democracy, improve everyday life, and create opportunities for all,” he said.
The relevant team was formed last August together with Ruto and the deceased Raila Odinga.
It is led by former senator-elect Agnes Zani, with members including Fatuma Ibrahim, Kevin Kiarie, Gabriel Oguda, and Javas Bigambo.
His work is supported by executive teams from the UDA and ODM parties.
Ruto is managing his activities alone after Raila’s death.

In the institution of the panel, it was designed that, every two months, it would submit a report to Ruto, and a joint group of parliamentarians that unites parliamentarians from the UDA and ODM parties.
What are the issues that Raila and Ruto agreed to work on?
The UDA-ODM agreement signed on March 7, 2025, focused on 10 key issues that have fueled public discontent and on which ODM asked the government to act.
These include protecting and strengthening devolution, improving opportunities and livelihoods for young people, developing leadership and integrity, maintaining the right to peaceful assembly, paying victims of protests, addressing the national debt, and strengthening the fight against corruption.
Additional priorities include reducing the wastage of public resources while increasing efficiency, defending people’s liberties, strengthening the rule of law and the constitution through the full implementation of the NADCO report, and ensuring participation in all areas of public life.
Why is ODM divided?
The 10-point agenda has been at the center of ongoing disputes within ODM, where factions are moving in different directions.
One wing is committed to cooperating with the president, while the other insists that no cooperation will be tolerated unless the 10 points are implemented.
The side supporting Ruto is led by party leader and Siaya senator Oburu Oginga, and includes people like Suna East MP Junet Mohamed, Homa Bag governor Gladys Wanga and governors Simba Arati (Kisii) and Abdulswamad Nassir (Mombasa).

On the other hand, senators Edwin Sifuna (Nairobi) and Gidfrey Osotsi (Vihiga) have vowed to oppose any collaboration, saying the party should focus on the implementation of the 10-point agenda.
