- Nakuru East Member of Parliament David Gikaria admitted to being under pressure from his constituents to comply with Kiharu Member of Parliament Ndindi Nyoro’s move to reduce school fees to KSh 500 per term
- He questioned the source of Nyoro’s funding, linking it to his former position as budget committee chairman and suggesting that he may have diverted additional resources to his state
- Gikaria vowed to present the matter to parliament to determine if the program is feasible across the country, noting that NG-CDF alone cannot fully cover the costs

He suggested his constituents have been pressuring him to act like Nyoro, who recently approved the reduction of public school fees in his Kiharu constituency.
How Ndindi Nyoro’s hard work affects his fellow MPs
Gikaria complained that with Nyoro’s announced plan, other MPs now seem to be misusing money.
“Ndindi Nyoro has put us in trouble. He said the students would pay KSh 500 for one semester only. You keep wondering how he did that, but we are all MPs. I cannot speak in my state. He has left us in trouble. You cannot speak anywhere because people think you are stealing money because they wonder how he implemented the fee reduction,” he said.
However, Gikaria seemed to question the source of the money used by Nyoro.
He linked the plan to Nyoro’s tenure in the Parliamentary Budget and Expenditure Committee, where he served as chairman, pointing out that the lawmaker left the committee after favoring his state.
Why David Gikaria questioned about Ndindi Nyoro’s plan
According to Gikaria, Nyoro, during his time in the committee, would probably get at least KSh 100 million for his state and use that amount to build classrooms, then use the National Government Constituency Development Fund (NG-CDF) to implement the plan to reduce fees.
The MP for Nakuru East suggested that Nyoro had two cats, unlike other MPs; one separated himself while leading the budget committee, and NG-CDF, which each state gets.
“We are going to parliament, and we will want to be told if what is happening in Kiharu is true so that we can implement it in our constituencies. He was the chairman of the budget committee, and that’s when everyone gave priority to his state. If he could have taken KSh 100 million through the ministry to build a school, he has not touched the CDF,” Gikaria said.
He said he would find out if the program is possible with the money that all the constituencies get.
The MP noted that NG-CDF alone is not enough to fully cover the fees of every student in the constituency, saying that it has many needs that it should meet, including scholarships for students in primary, secondary and university institutions, and infrastructure in all schools.
“When we return to parliament, we will sincerely ask if a student can pay KSh 500, and if they learn without challenges, then it should be replicated everywhere,” Gikaria said.
Within the Ndindi Nyoro fee subsidy scheme
On January 13, the Member of Parliament for Kiharu launched a free education program designed to benefit 12,000 students in the constituency.
As part of the scheme, students in day secondary schools will contribute only KSh 500 per term.
The program also guarantees a school lunch every day, with pancakes served on the last Friday of every month.

Nyoro announced that KSh 50 million has been allocated for the improvement of infrastructure, especially laboratories and computer equipment.
He added that all 10th grade students in 20 schools with low enrollment, as well as newly established institutions, will receive free uniforms.
In addition to fee subsidies and lunch programs, Nyoro made a name for himself by upgrading schools across Kiharu, building ultra-modern infrastructure and asphalt environments.
Last March, when he was resigning from the budget committee, his colleagues in the National Assembly accused him of favoring Kiharu in the budget allocation and leaving the more deserving states with less resources.
