Owalo announced the decision on Sunday, January 11, saying that continuing to remain in that position was no longer possible.
His resignation came just minutes after he publicly announced his intention to run for the presidency in the 2027 General Election, a move that could put him in the running against his former boss, President Ruto.
“After my announcement earlier today that I intend to run for the presidency of the Republic of Kenya in 2027, my position as Deputy Chief of Staff, in charge of service delivery and government efficiency, can no longer continue. Therefore, I have resigned from that position immediately,” said Owalo through a post on the internet.
Why does Owalo want to run for president in 2027?
In his previous announcement, the former minister cited his professional experience, his political journey and the desire to bring real change to Kenyans as the main reasons that pushed him to take the decision.
Owalo made the announcement at the headquarters of the Oboch Church in Nomiya, Siaya County.
He explained that his decision to run for the highest seat in the country is based on what he described as a solid performance record and willingness to make difficult decisions.
He said his experience in government and in politics has properly prepared him for national leadership.
Referring to his political journey, Owalo said he once led the secretariat of Raila Odinga’s presidential campaign in 2013 before joining the ANC. Stay Mudavadi in 2017, then later moving to William Ruto’s UDA before the 2022 elections.
According to him, that experience built him a position not to continue working under another political leader.

He said the lessons he has learned over the years have convinced him that now is the time to focus directly on serving the people instead of pushing the political dreams of others.
Owalo emphasized that his ambition for 2027 will aim to provide Kenyans with an alternative method of leadership that focuses on results and responsibility.

Owalo development vision for Nyanza
Speaking about regional development, Owalo laid out an ambitious agenda for the Nyanza region.
His recommendations include expanding the International Airport Poisonousreviving the rice, cotton and sugar industries, building large dams like Soin and Magwanga to support agriculture and electricity production, as well as building a ring road around the Lake area to strengthen business.
He also spoke about revising gold mining laws and establishing factories for processing potatoes, soapstone, fish, coffee, tea, leather and leather products.
In addition, Owalo encouraged residents to choose leaders who prioritize development and who are available to the people even outside election periods.
Did Owalo suggest forming a new political party?
He also called for the presence of a plurality of political parties in the region, warning against relying on only one party.
Criticizing ODM for ruling Nyanza politics for a long time, he hinted at the possibility of forming a new political party towards the 2027 elections.
“We cannot have leadership to bring about major changes if we do not allow our people to elect the leaders they want. That is why I am a strong advocate of many political parties with strong roots in Nyanza. We cannot have a multi-party system protected by the 2010 Constitution, but while Nyanza continues to put our people under the system of one party that rules all others. That is not acceptable, and we will not continue like that.” he said.
Owalo said across the country, other political parties must be allowed to sprout and grow so that the people are free to choose the leaders they want.
The former minister added that he will explain to Kenyans about the new party he will form “in the not too distant future.”
