All Public Officers to Undergo Online Integrity and Accountability Training by November 12

Chief of Staff and Head of Public Service Felix Koskei has issued a directive requiring all public servants to undergo a mandatory two-week online sensitization and training program aimed at tackling inefficiency, indiscipline, impunity, and corruption in the civil service.

The training, which began on October 29, 2025, will continue until November 12, 2025, according to a circular from Koskei’s office. The sessions are being conducted virtually via Zoom, and each public officer has received a link to log in and participate.

Officials said the exercise is designed to strengthen accountability and improve performance in government institutions. It serves as a platform for reiterating the roles and responsibilities of duty bearers in promoting integrity and efficiency across all levels of public service.

A circular signed by Arthur Osiya on behalf of Koskei and copied to all Cabinet Secretaries and the Attorney General outlined the registration process.

“There will be prior registration for all invited participants in order to participate in the respective virtual meetings. The details of registration will be made available on the meeting link tab of the Chief of Staff and Head of Public Service website at www.headofpublicservice.go.ke from Monday, 27 October 2025,” the memo stated.

Each participant must provide their name, designation, and public entity before joining the session. These details are to be posted in the chat section so they can be captured in the system’s meeting records.

During the first phase, held last week, officials took participants through the responsibilities of duty bearers in achieving a “zero fault audit” status in the upcoming 2024/25 audits by the Auditor-General. This initial group included members of ministerial audit committees, heads of internal audit, and public finance management committee members, excluding Principal Secretaries.

On October 30, a second cohort of participants attended training on the revised bi-annual reporting tool for Regulatory Authorities and Agencies (RAAs). This session targeted RRA chairpersons, CEOs, corporation secretaries, and audit heads, who are expected to produce a post-training report.

Between November 3 and 7, training will focus on the matrix of lawful consequences for infractions in the public service, covering all cadres of officers.

“All accounting officers are directed to ensure, through their human resource departments, that all staff of all cadres under their ward attend this sensitization and training during any of the days as convenient and keep a record of the same,” Koskei’s circular noted.

“Further, chairpersons and CEOs who may wish to attend the sensitization and training again are welcome to do so.”

The following sessions will target specialized groups:

  • On November 10, all heads of internal audit from state departments will be trained on enforcing the matrix of lawful consequences.

  • On November 11, board members of state corporations, constitutional commissions, and independent offices will receive guidance on ensuring strict oversight of the framework’s implementation.

  • The program will conclude on November 12 with training for CEOs of state corporations and independent offices on upholding accountability through the same matrix.

This latest directive follows Koskei’s August 2025 order to accounting officers, parastatal chairs, and audit heads to collect data on pending disciplinary cases and unresolved audit queries. The goal was to facilitate decisive action, including surcharges, sackings, and administrative measures, against officers found culpable.
