Inspector General of Police Douglas Kanja has condemned the incident involving a Dutch citizen who was caught on video attacking police officers inside the Diani Police Station in Kwale county.

In a statement signed by spokesperson Muchiri Nyaga, Kanja called for mutual respect between the police and the public, noting that officers deserve respect and cooperation when carrying out their duties.
He said violence or insults against law enforcement agencies will not be tolerated, warning that anyone who attacks an officer will face the full force of the law.
The incident occurred on Tuesday, October 28, when the Dutchman, identified as Elwin Ter Host, was arrested after allegedly attacking his girlfriend in a small beach house in Diani.

According to police records, he also vandalized property at the facility and locked himself in a room before officers were able to arrest him.
A white substance suspected to be drugs was recovered from him during the arrest.
In a video that has since gone viral, Ter Host is seen hurling insults and spitting at uniformed officers inside a police station.
Despite his aggression, the officers remained calm and refrained from retaliating, even as he continued to shout at them. Their calmness won praise from Kenyans, many of whom praised their professionalism when they were provoked.
“The Service commends the officers involved for their self-restraint, professionalism and composure when under intense pressure. Their conduct demonstrates the high level of discipline and maturity expected of law enforcement officers and serves as an example for others to emulate,” Kanja said.

Kanja further urged the public to cooperate with officials and report complaints through appropriate channels instead of using abuse or violence.
He stressed that respect between citizens and the police is important in maintaining peace and stability.
“Any attack, whether verbal or physical, against a police officer is a violation of the rule of law and the integrity of the service….Mutual respect between the police and the public remains important for a peaceful and orderly society,” the statement added.
Kanja noted that the behavior of the officers shows the progress made through ongoing police reforms aimed at improving professionalism and respect for human rights.

In a related incident, Ter Horst was arraigned, where he was charged with assault, causing bodily harm, malicious damage to property, causing a disturbance, and possession of suspected drugs.
Speaking after the incident, he apologized to Kenyans, saying that he has a disease known as Psychosis.
He asked more Kenyans to help him, revealing that he is keen to stay in Kenya, and had applied for an investor’s permit.
