Kenyan Newspapers: Ruto’s Strategies to Merge ODM and UDA, Other Options Before 2027

On Friday, October 24, 2025, Kenyan newspapers analyzed President William Ruto’s attempts to merge his UDA with the fractured ODM following the death of former prime minister Raila Odinga.

Daily newspapers also reported on the impending Cabinet reshuffle, where the KANU chairman Gideon Moi he is expected to be given a place at the main table.

1. The Standard

The death of an ODM leader Raila Odinga on Wednesday, October 15, has confused President William Ruto’s political plans by forcing him to reassess his strategy ahead of the 2027 General Election.

Raila’s early death ruined the president’s plans for an alliance with ODM.

According to the publication, the president is considering reviewing the agreement he has with the late Raila’s party to convince ODM leaders to officially establish their working relationship to ensure his survival.

Disbanding the ruling party to officially join the ODM party is one of the options on the table.

Alternatively, he may dissolve the UDA and ODM parties and form a new party in which he would serve as the party’s flag bearer and leader.

Another option is to use his power to expel ODM rebels and keep his supporters as his defenders, especially Luo Nyanza, and establish other regional parties in Raila’s strongholds.

“In these areas, Ruto only needed Raila’s word to inherit his stronghold, but after his death, he needs local leaders elected from ODM who will act as his entry point,” one source revealed.

KANU Chairman, Gideon Moi, is expected to be given a position in the Cabinet following his political agreement with President Ruto.

Ruto is expected to make changes in his Cabinet following the agreement, which was also caused by Raila’s death.

The agreement between Ruto and Gideon was signed following a series of meetings that saw the KANU chairman withdrawing from the Baringo senatorial race.

Gideon is looking at the Ministry of Roads and Transport, which is currently held by Davis Chirchir.

His allies, including the former Baringo women’s representative, Gladwell Tungo, will get many government jobs.

Others are Ibrahim Sheikh, the first vice chairman of KANU, co-founder of YK-92, Abdirahman Bafadhil, former minister Samuel Poghisio and KANU treasurer, Eddie Kivuvani.

The National Highways Authority of Kenya has proposed a toll rate of KSh 8 per kilometer for motorists on the Rironi-Mau Summit highway, which is set to be bisected.

This came after a Chinese-led consortium was chosen to build and manage the road for 30 years under an agreement.

Under the PPP plan, the construction of the 175 km project worth KSh 180 billion (which can reach a peak of KSh 194 billion) is expected to start before January 2026 and be completed in two years.

KeNHA has recommended a consortium of the National Social Security Fund and the China Road and Bridge Corporation, the builder of the Standard Gauge Railway, as the preferred bidder.

The widening of the highway will reduce the traffic on the road.

Trans-Nzoia Governor George Natembeya no longer feels secure in his position as deputy leader of the Democratic Action Party of Kenya (DAP-K).

He angers the members, including the party leader Eugene Malwaby questioning the party’s old ways and advocating a new, national perspective.

Some even accuse Natembeya of trying to seize control of the political party.

Natembeya hopes DAP-K will expand beyond its origins in Western Kenya. According to him, the party had to change its image and target all Kenyans, not only those in a certain area.

However, Malwa supporters see this as dangerous. Some even accuse him of trying to seize control.

There have been many requests for him to be removed from office. The action culminated in August when Natembeya fearlessly threatened to quit and form his own party if DAP-K failed to reform.

The Department of Meteorological Services has issued a heavy rain warning in 39 counties, including Nairobi, warning of the risk of flooding as the rainy season from October to December continues.

The warning states that rain is expected in the areas of the Lake Victoria Basin, the Rift Valley and the highlands east of the Rift Valley.
