Opiyo Wandayi: New research recognizes him as William Ruto’s most active minister

  • With only one year in the Cabinet, Energy and Petroleum Minister Opiyo Wandayi has defeated his colleagues to be listed as the best member in the Cabinet
  • The minister won himself in the fields of education, such as the provision of exceptional services and civilian satisfaction, as a whole receiving 65.3% according to the results of Politrack Africa
  • He was closely followed by Aden Duale of the Ministry of Health, who scored 63.1%, and Kipchumba Murkomen (in third place) with 61%

Why is Opiyo Wandayi the best minister?

A study by Politrack Africa showed that the Prime Minister won himself in various areas to consider, including leadership and planning, good governance principles, service delivery, transparency and accountability, and impact on the public.

The electorate listed Wandayi as one with the best strategy in all ministries, good representation, transparency of the ministry, and civilian satisfaction.

He got 65.3% to be listed above.

The minister joined the Cabinet a year ago after being called along with other ODM cadres, causing the central government.

Five thousand respondents were released from all 47 counties to inform the findings.

The results published a +/- 4% errors with a 95% confidence rate.

10 best ministers who did the best in Ruto Cabinet

The other performed well in the study were Health Minister Aden Duale, who followed Wandayi at 63.1 percent, and Kipchumba Murkomen Interior holding third place with Geoffrey Ruku of the Public Service Office, all of them attacking 61%.

Business Minister Lee Kinyanjui also managed to get into the top ten at 57.5%.

Other ministers who performed better in accordance with Politrack are Eric Muuga of Water and Sanitation (56.8%), ICT CS William Kabogo (55.2%), Land Alice Wahome (53.4%), John Mbadi of the National Treasury (52.7%), Salim Mvurya of Sports (52.1%) (52.1%) and tourism (6%).

The National Ethics and Corruption Research (NECS) of 2024 shows that corruption is still rooted in major government agencies, thus significantly preventing the fair access to public services.

Five Institutions – Teachers Service (TSC), the Ministry of Social Defense, the National Social Security Treasury (NSSF), the Wildlife Service (KWS), and the National Treasury – are marked by having 100 % of the cases of corruption, while citizens are reportedly forced to bribe each time they seek services from these organizations.

Other government offices with high levels of corruption include the Treasury of Parliamentary Development (CDF), the offices of the deputy commissioners of the county, and the departments under public and transportation.

The report identifies key areas of service – such as recruitment, passport processing, police clearance, contract issuance, and land dispute resolution – being more risky for corrupt practices.

What government ministries, which departments are the most corrupt?

Additional bribe services include CDF Bursari applications, university enrollment, processing of Community Health Insurance Fund (SHIF) cards, and residential land survey.

The Ministry of the Interior was cited as having a high probability of improper conduct.

Other departments with high levels of corruption include:

  • Ministry of Health (19.7%)
  • Treasury Pension Department (5.8%)
  • Ministry of Land, Public Labor, Housing and Urban Development (4.7%).
  • Ministry of Education (4.1%)
  • Kenyan police (38.2%)
  • Immigration Department (5.1%)
  • National Registration Office (4.4%)
  • Traffic police (3.6%)
  • Citizen Registration (3.4%)
  • Community Health Authority (SHA) (2.7%)

Corruption was the most widespread form of public offices, holding 51.15 percent of the cases reported.

Other methods included preference, abuse of authority, ethnic bias, and preference for family members.
