Fever Bay: A list of major reforms suggested by Raila Odinga to resolve the resolution

Speaking as a major guest at the event organized in the Lake County, the ODM leader urged a new review of the resolution to keep pace with the fast -changing world.

Raila, the protagonist in the impulse of the 2010 Constitution that gave birth to the county system, argued that the time had come to improve and expand the responsibilities allocated to the county.

The following are some of Raila’s recommendations:

1. Gifts to the well -made counties

Raila proposed a national system of motivation to identify counties that are doing well in service delivery.

He said development counties in areas such as poverty reduction, youth unemployment, and environmental conservation should receive priority gifts from the national government.

“I recommend that there be incentives between the national and county government where the national government will provide the best providing services. He said.

He added that clear access to such data would enable citizens to make better decisions about living, working and investing, while also encouraging the county to make innovations.

2. Pension for two -phase governors

The ODM leader suggested governors serving for two full terms should be paid the same pension to MPs.

He said that would recognize their contribution to leadership and promote stability in the county leadership.

He pointed out that MPs are already benefiting from the same order after the amendment of the constitution, calling on parliamentarians to spread the opportunity to governors.

According to Raila, the reforms would promote a sense of division and reduce friction between county and national governments.

3. County constituencies only to be an eye of county affairs

Raila said that governors should be managed by county constituencies, not the Senate.

“I believe the chief executives of the county, administered by strong county constituencies. I believe in Kenya that sees the power of every 47 counties,” He said.

He criticized the tendency to call governors in Nairobi, citing it as a waste of time.

He added that only members of the Central Central Committee should come out to explain the issues, thus leaving the governors to focus on running their counties.

4. Breakdown of CDF

The former prime minister also called for the Treasury for the Development of Parliament (CDF) to be canceled, with his money being directed to the county.

He said that the CDF had approved its purpose under the 2010 Constitution and had made it less improving the lives of ordinary citizens.

“The only responsibility for this is to distort the role of the people’s representative and distort their attention from the responsibilities presented to them by the Constitution,” He said.

Raila emphasized that legislators should focus on enacting and providing management, not distributing Buraza or building classrooms and hospitals – responsibilities that are already of county governments.

5. The road managed by the county

Raila suggested that rural and urban roads be managed by county governments, so the national government focused on international highways and highways.

Due to his time as a road minister, he remembered establishing a road management authority on behalf of the central government, saying it was meaningful at the time but not under the auspices.

6. Full Education Display

Raila also pressured education to be fully resolved, including primary and secondary school management.

He said the current arrangement has sparked confusion over responsibilities and allowed a weakening of responsibilities between county governments and national governments.

He recalled that during the 2010 Constitutional negotiations, the national union of Kenyan teachers opposed the education resolution, causing only kindergarten education to be kept under the county.

This stopped the management of primary and secondary schools under the national government.

Raila said it was not good for the Minister of Education around the country to inspect the school, which he said should be done by the governor of the counties.
