Gov’t extends bidding window for Ksh50B digital education project

The ICT Authority has extended the bid submission deadline for the Kenya Digital Economy Acceleration Project (KDEAP) regarding the supply and delivery of laptops and interactive smart boards (ISBs).

The new deadline is July 10, 2025, according to Addendum No. 1 issued on July 4, 2025.

The addendum affects a key procurement under the Ksh50.31 billion World Bank-funded KDEAP initiative, which aims to enhance digital infrastructure and connectivity in public institutions. The extension follows stakeholder feedback and is intended to improve bidder preparedness and competition.

The tender is divided into four lots as follows: “Lot 1: 2,312 laptops and 2,312 ISBs Lot 2: 2,323 laptops and 2,323 ISBs Lot 3: 2,299 laptops and 2,299 ISBs Lot 4: 2,279 laptops and 2,279 ISBs,” read the notice.

A mandatory site visit is scheduled for 8th July 2025, and all bids must be submitted electronically via the ICT Authority’s e-procurement portal.

The Authority has reiterated that the process will be conducted in accordance with the Public Procurement and Asset Disposal Act (PPADA) of 2015 to ensure transparency. All bids will be opened publicly at the specified time and date.

Bidding documents are available for download from the ICT Authority website, with a non-refundable participation fee of Ksh1,000. Interested bidders must register on the ICT portal to access the tender documents.

The KDEAP project targets expanding high-speed internet to schools, hospitals, and government offices, while also supporting digital skills development and digitisation of government services.

It is part of Kenya’s broader digital transformation strategy aimed at increasing ICT’s contribution to GDP to 9.24% by 2025.

While the extension offers bidders more time to prepare, it comes amid broader policy shifts, including the recent 1.5% Digital Services Tax (DST) imposed on gross digital transaction values—an issue that may influence private sector participation.

As of July 4, 2025, there are just six days remaining for interested parties to submit their bids. The ICT Authority is urging all eligible firms to take note of the revised timelines and ensure full compliance with bid requirements.
