The minister advised police to shoot any civilian attempts to attack or invade their facilities.
The comments sparked chaos, with much of the minister saying the minister approved the arbitrary killing through the order.
However, explaining things a few days after the remarks, Murkomen said he did not ask the police to take action.
“And I say this with all the humility, I cannot order the Inspector General of the Police for anything because the Constitution forbids me to do so. And I did not order the Inspector General or any police officer to carry out any arbitrary killing anywhere,” Murkomen said in front of the President William Ruto at the Nairobi palace.
He said his views were based on the permanent rules and regulations governing the police service.
How Kipchumba Murkomen defended himself
Murkomen explained that his alert was only for officials to prioritize their lives, and to strive to protect the facilities and warehouses in all ways, even when a great need to shoot.
“What I did was to explain the law, and I as a lawyer have read, I have read this law, and I understand what the law says, and what I told the police officer is that, you will not find anywhere when I say that someone should be shot to be killed, you will not find me wherever I say that the police officer should take orders from me, no,” He said.

Murkomen added that the officers are aware of the conditions they have to use their guns, and that is what he emphasized in his feelings.
“I am not the lawyer. The law says a police officer, when faced with a threat to his life, must be able to use a gun.”
He was sad that the police did not have an advocate even when they were the ones who were in brutal events; Thus, he took on the responsibility of defending men and women dressed in uniforms.
The minister spoke on Saturday, June 28, at the White House, Nairobi, where the President welcomed the county and regional security chiefs as well as the national security chiefs.
How William Ruto responded to an attack against police
Speaking at the meeting, Ruto reiterated his government’s commitment to the well -being of government officials.
While seeming to be saddened by the tragic events during the protest, Ruto expressed his concern about national security being threatened if lawmakers who have been tasked with ensuring stability will be the target audience.
He announced that the government would take strong action against the burning of police stations and injured lawmakers.
