AU chairperson hails historic peace deal between DRC and Rwanda

The Chairperson of the African Union Commission (AUC), Mahmoud Ali Youssouf, has welcomed the signing of a landmark peace agreement between the Democratic Republic of the Congo (DRC) and the Republic of Rwanda.

In a statement dated Friday, June 27, 2025, Youssouf termed the deal a historic milestone for the Great Lakes region.

He further applauded the bold leadership of President Félix Tshisekedi of the DRC and President Paul Kagame of Rwanda for choosing dialogue over conflict and reaffirming their commitment to peace and cooperation.

“This historic development marks a significant milestone in the collective efforts to restore peace, stability, and cooperation in the Great Lakes region. The Chairperson commends the leadership and political will demonstrated by H.E. President Félix Tshisekedi of the DRC and H.E. President Paul Kagame of Rwanda in prioritising dialogue and regional solidarity over conflict,” the statement read in part.

DRC-Rwanda peace deal

The peace deal comes after years of tension and intermittent conflict along the border between the two nations, often fuelled by allegations of rebel activity and cross-border hostilities. The new agreement is seen as a crucial step toward restoring trust, enhancing cooperation, and ensuring the safety of communities on both sides.

Youssouf also extended heartfelt gratitude to the Republic of Angola and its President, João Lourenço, who played a vital mediating role in the negotiations. He further acknowledged the instrumental support provided by regional blocs such as the East African Community (EAC), the International Conference on the Great Lakes Region (ICGLR), and the Southern African Development Community (SADC).

“The Chairperson also applauds the critical role played by the Republic of Angola under the auspices of President João Lourenço, as well as the support of regional mechanisms including the East African Community (EAC), the International Conference on the Great Lakes Region (ICGLR), and the Southern African Development Community (SADC), in facilitating the peace process,” the statement read.

Qatar’s role

The Chairperson also highlighted the diplomatic contributions of the State of Qatar, whose efforts, he said, helped build trust and create an environment conducive to honest dialogue. Qatar’s support, he added, underscored the value of partnerships between Africa and global actors committed to peace.

Additionally, the Chairperson expressed appreciation for the support of the United States, noting that U.S. diplomatic engagement added significant momentum to the talks and reflected growing international recognition of the importance of peace in the Great Lakes region.

Peace deal implementation

Youssouf emphasised that the African Union stands ready to support the full implementation of the peace deal and called on all involved — including armed groups, civil society, and international allies — to respect the terms of the agreement and contribute to a peaceful future.

“The Chairperson expresses sincere appreciation for the constructive role played by the State of Qatar, whose diplomatic efforts and support for dialogue created a conducive environment for confidence-building between the parties. Qatar’s commitment to promoting peace and its partnership with African-led initiatives is highly valued,” the statement shared via AU’s official X account read.

“Additionally, the Chairperson recognises the support of the United States of America, whose diplomatic engagement and encouragement of peaceful resolution contributed meaningfully to the success of the negotiations. The USA’s support reflects the importance of strong international cooperation in conflict prevention and peacebuilding in Africa.”
