Mukhwana in a statement to the Independent Police Operations Authority (IPOA) said that he carried out orders directly from the OCS of the Police Station, Samson Talaam.

Mukhwana also claimed that these orders were on behalf of Deputy Inspector General Eliud Lagat, who had temporarily resigned from the office to respect the freedom of the investigation.
According to Mukhwana, Talaam and his deputy Samuel Ng’ang’a called him to the office and informed him of the plan to bring the suspect and DCI At two o’clock at night, asking him to ‘deal with him’.
