In a landmark moment for the country’s healthcare sector, Dr Mercy Mwangangi has shattered a significant glass ceiling, becoming the first female Chief Executive Officer (CEO) of the newly established Social Health Authority (SHA).
Her appointment, announced on April 11, 2025, and her official assumption of office on June 3, 2025, have drawn widespread commendation, notably from Nairobi Woman Representative Esther Passaris.
In a congratulatory message posted on X on Thursday, June 5, 2025, Passaris lauded Mwangangi’s achievement, emphasising its historic significance.
“A hearty congratulations to Dr. Mercy Mwangangi on her appointment as CEO of the Social Health Authority (SHA),” Passaris wrote, highlighting that Mwangangi was selected from a competitive pool of 92 applicants, a testament to her qualifications and experience.
“Her appointment marks a historic milestone in Kenya’s healthcare leadership, becoming the first female CEO of @_SHAKenya, selected from a competitive pool of 92 applicants,” Passaris emphasised.
Passaris’s tweet, punctuated by hashtags like #DeliveringTaifaCare and #SHAisWorking, underscored the high expectations placed on Mwangangi.

“With a proven track record at the Ministry of Health @MOH_Kenya, we trust her to champion transparency, efficiency, and improved health outcomes under the Taifa Care agenda,” Passaris added, reflecting the government’s ambitious vision for universal healthcare.
Mwangangi’s ascent to the top leadership position at the SHA signals a commitment to transforming Kenya’s health financing and service delivery.
Her previous roles at the Ministry of Health have provided her with deep insights into the challenges and opportunities within the nation’s public health system.
The SHA itself is a cornerstone of President William Ruto’s broader Taifa Care agenda, aimed at providing equitable and affordable healthcare access to all Kenyans, moving away from the previous National Health Insurance Fund (NHIF) model.
Her appointment is particularly resonant in a country where leadership roles in key state corporations are often subject to intense political scrutiny and competition.
Mwangangi’s selection from a large pool of applicants, many of whom were likely male, speaks to a merit-based decision, reinforcing the government’s stated commitment to gender equality in leadership.

As Mwangangi steps into this pivotal role, all eyes will be on her leadership to steer the SHA through its foundational stages.
The task ahead is immense, involving the establishment of robust systems for social health insurance, engaging stakeholders across the health sector, and ensuring that the promises of Taifa Care translate into tangible improvements in the lives of ordinary Kenyans.
Passaris’s enthusiastic endorsement serves as a strong signal of confidence in Mwangangi’s ability to tackle these challenges head-on and deliver on the nation’s healthcare aspirations.
