Jim Risch, US Senate Foreign Relations Committee Chairman, has raised concerns over the spate of abductions and torture in East African countries.

In a statement on Thursday, May 29, 2025, Jim Risch, who also doubles up as Idaho senator, argued that the rising cases of abductions expose state decay and impunity.

He added that such incidents threaten regional stability and further put US interests in the region at risk.

“Rising abductions and torture in East Africa signal more than abuse – they expose state decay and impunity. That’s a direct threat to regional stability, security, and U.S. interests,” Risch said while quoting a statement from the Bureau of African Affairs, which condemned the mistreatment of Boniface Mwangi and Agather Atuhaire in Tanzania.

Call for probe

Jim Risch’s statement came days after the United States called for an immediate and thorough investigation into the mistreatment of two the activists-Uganda’s Agather Atuhaire and Boniface Mwangi.

In a statement released through the Bureau of African Affairs, the US expressed its concern over the alleged reports of human rights violations.

The US also used the opportunity to urge countries in the region to uphold international human rights standards and hold accountable those responsible.

“We call for an immediate and full investigation into the allegations of human rights abuses. We urge all countries in the region to hold to account those responsible for violating human rights, including torture,” it read in part.

Kenya, through Prime Cabinet Secretary Musalia Mudavadi, later issued a statement indicating that the matter was resolved amicably despite Boniface Mwangi claiming that he was tortured.

President William Ruto on Wednesday, May 28, 2025, further apologised to Tanzanians.

Jim Risch on Kenyan case

Jim Risch’s latest statement comes against the backdrop of sustained criticism from the Idaho legislator.

Senator Risch on Wednesday, May 21, 2025, stated that as a consequence of Kenya’s dalliance with China, Donald Trump’s administration should withdraw its support for Kenya.

While referencing a post between Chinese Ambassador to Kenya Guyo Haiyen and United Democratic Alliance (UDA) Chairperson Cecily Mbarire, Risch termed the alliance as a problem for the US.

“Kenya plays a vital role in regional counter-insurgency and stability. But as our newest Major Non-NATO Ally, Kenya’s ties with China are troubling,” Risch stated.

“Widened diplomacy” with America’s greatest competitor is not an alliance—it’s a risk for the US to assess,” he further added.

This came after he questioned Ruto’s speech while in China. Risch questioned what Ruto meant by saying that Kenya and China were forging alliances to create a new world order.

Risch wondered what was wrong with the existing world order. He thus called for a reassessment of the relationship between Kenya and the US.
