Kisumu City welcomed William Ruto on Thursday, May 29, 2025, as he arrived at Kisumu International Airport to spearhead momentous milestones in Kenya’s Affordable Housing Programme. He was accompanied by Raila Odinga.
The President’s itinerary includes the official commissioning of Phase One of the LAPFUND Makasembo Affordable Housing Project. He will hand over keys to the beneficiaries of 910 completed housing units.
This phase is part of a broader initiative launched in 2021 in partnership with the Kisumu County Government and the Local Authorities Pension Fund (LAPFUND). It aims to deliver 1,870 modern units on an 11.6-acre site.
The project, designed for low- and middle-income earners, includes 570 low-cost units (180 one-bedroom, 100 two-bedroom, and 290 three-bedroom) and 1,300 medium-cost units.
The project is complete with amenities like preschools, solar power, and landscaped gardens. President Ruto will also lay the foundation for Phase Three, marking continued progress in addressing Kisumu’s housing deficit.
LV Marina Affordable Housing Project
Additionally, President Ruto will preside over the groundbreaking ceremony for the LV Marina Affordable Housing Project, a Sh120 billion mixed-use development led by GulfCap Real Estate in collaboration with Raila Odinga. This ambitious project, located near Lake Victoria, includes 1,400 affordable housing units, waterfront villas, retail spaces, schools, and hospitals, aiming to transform Kisumu’s urban and economic landscape.
Kisumu Governor Prof. Anyang’ Nyong’o, alongside LAPFUND CEO Bernard Mbogoh and other senior officials, joined the President and Odinga.

The visit, part of a three-day tour of the Nyanza region ahead of Madaraka Day celebrations in Homa Bay, highlights a shared national commitment to housing as a driver of economic growth.
