Haiti: MSS inaugurates steering committee for complaint reporting mechanism

The Multinational Security Support Mission to Haiti (MSS) has inaugurated the steering committee for the Complaint Reporting Mechanism (CRM).

CRM, according to MSS, is a mechanism designed to ensure thorough investigations and address any abuses committed against the Haitian population.

Speaking during the ceremony on Tuesday, May 6, 2025, Colonel Eldon Morgan, the Deputy Force Commander of MSS, reaffirmed the MSS’s commitment to transparency and accountability, emphasizing that the Haitian public will be kept informed of all CRM activities.

MSS, in a statement on Wednesday, May 7, 2025, said Colonel Morgan reiterated the MSS’s zero-tolerance policy on human rights violations and its firm commitment to seeing the CRM fully implemented.

“The establishment of the Steering Committee marks a significant milestone in a process that has been both gradual and progressive. Since the inception of the idea, there have been extensive dialogues, stakeholder deliberations, the official launch of the CRM, and the training of key actors. With the formation of the Steering Committee, the mechanism is now ready to begin investigating and resolving cases of misconduct involving MSS personnel,” MSS stated.

MSS reports that, Arnaud Royer, Head of Human Rights at BINUH, praised the CRM as a unique and vital tool in the prevention of rights violations and the promotion of security for all Haitians. He highlighted its importance not only to the success of the MSS mission but also to the broader protection of human rights.

“Mr Royer commended the MSS Force Commander, civil society groups, partners, and stakeholders for their contributions to the development of the CRM,” MSS added.

SSP Adrian Hamilton, MSS Head of Community Engagement and facilitator of the inauguration, emphasized that the confidentiality of information related to affected individuals will be strictly maintained.

He noted that the CRM serves as an essential link between the MSS mission and the local community, and the Steering Committee is committed to its continuous monitoring and effectiveness.

The newly inaugurated committee includes representatives from MSS, the Office of the High Commissioner for Human Rights (OHCHR), and the Haitian National Police.
